Committee on Budget and Transfers

Committee on Budget and Transfers (hereinafter referred to as Committee) is a Functional and Standing Committee. The Committee, within the its scope and responsibilities, reviews all matters relating to budget and finances. The scope of committee include: - Consideration of the annual draft law for budget allocations and its review: - Consideration of draft laws in the field of public finances, and finances in general; - Consideration of the draft laws regarding the ratification of the international agreements for taking over financial responsibilities from Republic of Kosovo and provides recommendations to the Assembly. - Consideration of the proposed draft laws and amendments, in terms of their budgetary impact within the responsibilities , as a standing committee and provides recommendations to the relevant functional committee and to the Assembly; - The right to propose and to draft the draft laws; - Consideration of annual financial report of the Budget of the Republic of Kosovo; - Consideration of the annual reports of independent institutions / bodies reporting to the Assembly and falling within the scope of the committee; - Supervision over the implementation of public policies and legislation in the field of public finance management, accounting and financial reporting standards, public debt, public procurement, macroeconomic and fiscal policies, and state aid; - Supervision over the implementation of the fiscal rule set by Law on public finance management and responsibilities; - Supervision of budget policies in the execution of salaries, social and pension schemes , in accordance with the legislation in force; - Supervision of the implementation of laws, within its scope; - Organizing public hearings in accordance with the Rule 66 of the Rules of Procedure of the Assembly ; - Reporting, with the Committee initiative or at the request of the Assembly, at plenary meetings on matters within its scope; - Consideration of other matters provided for in the present regulation and matters, which, by special decision of the Assembly or with the decision of the Assembly Presidency, are referred to this committee. In the exercise of its functions, in accordance with the scope and legislation in force, the Committee shall cooperate with the relevant Ministry of Finances and Transfers, and with other budgetary organizations and other institutions, from which it may request specific reports and data, including their reporting at meetings, when required by the committee.
