A delegation of the Committee for budget and finances of the Assembly of Kosovo, lead by the Chairperson of the Committee Naser Osmani, paid a official visit to two municipalities of Kosovo, respectively to MA of Skenderaj and to MA of Klina. In this occasion with municipal leaderships was discussed concerning the budget issues, planned projects, incomes, municipal budget expenses etc, and with a special view on specification of their priorities and incorporation in draft budget for the year 2006. This direct knowledge on budget courses observed on the view of the quarterly and four months Report of the Ministry of Economy and Finance, in which report are expressed dejection due to the fact that in some municipalities of Kosovo has had stumbles in realizing of own budget incomes recording decrease in collections around 20 percent, compared with the period of the last year.
The Chief Executive of the Municipality of Skenderaj, Ahmet Latifi and his coworkers informed the delegation regarding the concerns of this municipality that have to deal with extremely low budget, complaining that the budget is not in consistency with the number of residents. They also mentioned the fact that four major projects approved by former Government of Kosovo for this municipality were not realized, although they were related to rather important fields as building the primary school in Skenderaj, repairing of the road Skenderaj “Turuqevc, Skenderaj “ Vushtrri and the repairing the infrastructure of the Memorial in Morinë.
The delegation was informed by the leadership of the municipality of Klina about the problems of stumbling in realization of the initiated projects, which were remained unaccomplished, as a consequence of interruption of allocated means from the Government side. Due to this the work on water-supply is interrupted in 13 village, in frame of which are finished only two phases, then the road construction that connect some villages with municipal center etc. It is worth noting that in frame of development projects had also a co financing from the municipality and citizens. Regarding the realizing of own incomes was estimated that in this field are noticed positive courses, meanwhile, when in question regarding the number of employees in administration was said that there is no personnel surplus.
The suggestion of the Committee during this meeting was efforts in raising the level of own incomes to be made, meanwhile allocated means to be spend in rational way and in consistency with the Law.
